Camara Education Tanzania, in partnership with Ubongo Learning, is implementing the Digital Learning Support Project to strengthen digital learning in schools across Mainland Tanzania and Zanzibar. The project supports schools with offline digital learning resources, improved ICT infrastructure, teacher capacity building, and school-based monitoring to expand meaningful access to quality education. Implemented in close collaboration with the Ministry of Education and Vocational Training, Zanzibar (MoEVT), and the Prime Minister’s Office – Regional Administration and Local Government (PO-RALG/TAMISEMI), the project is one of Camara’s practical contributions to strengthening ICT integration in education through long-standing collaboration with both ministries and trusted education partners
The Digital Learning Support Project combines Camara’s experience in school ICT support with Ubongo’s curriculum-aligned content to create a more engaging and sustainable learning environment. Key activities include:
● Preventive maintenance and reactivation of ICT equipment
● Installation of offline learning resources, including Ubongo videos, audio, books, curriculum textbooks, and past papers
● Teacher and school leader training on ICT integration
● Student awareness sessions on how to use offline digital learning resources effectively
● Monitoring, evaluation, and continuous school support
Camara has also developed an offline learning application that hosts all the learning resources and tracks content usage. This makes it easier for schools to access materials without internet connectivity while also helping monitor how learners and teachers engage with the content.
The project includes a strong Monitoring, Evaluation, and Learning (MEL) component. Teachers, students, and school leaders will be assessed to understand:
● Their digital skills
● How they use ICT in teaching and learning
● The gaps that affect ICT integration
● The support needed to strengthen digital learning in schools
This evidence will help Camara and the relevant ministries identify practical areas for improvement, especially in primary schools, where challenges with ICT integration are often greatest.
A major finding from early implementation is that many schools still face significant barriers to effective ICT use. These include:
● Limited basic digital skills among teachers
● Unequal ICT investment between rural and urban schools
● A shortage of offline learning resources
● Computers are being used mainly for ICT subjects rather than across subjects
The project is addressing these gaps by helping schools move from treating computers as standalone tools to using them as part of everyday teaching and learning across the curriculum.
Implementation is ongoing, with close coordination from the relevant ministries and school authorities.
About 80% of the targeted schools are primary schools located in rural and semi-urban areas, where the need for accessible, offline learning support is especially high.
This project reflects Camara’s commitment to deliver on its Memorandum of Understanding with the relevant ministries and its shared vision with Ubongo Learning, ensuring that teachers and students have access to quality learning resources that support stronger educational outcomes. Through this partnership, Camara Education Tanzania and Ubongo Learning are helping schools create more inclusive, practical, and sustainable digital learning environments for learners across Tanzania.
